My F-head runs pretty well at about half choke but when I take it all the way off, the engine pops, barely runs and won't idle. Is this more than an idle screw adjustment?

Check the filtering screen under the plug. It's right below the fuel inlet.
Gets loaded with crap real easy.

I just cleaned that not long ago but I'll look at it again. Seems like a clog there would alter the entire throttle range, not just off choke idle.

Yeah, thought about that too after I posted it.
Check the base gasket for leaks.
    Have you checked the plugs??
Mine will foul out a plug in a short time with too much choke for too long. How long has this been going on?

Been going on for a while but I just discovered the part about leaving the choke partially on. I was thinking it might be time to adjust the valves but it runs fine other than the idle. I'll check the plugs, as well.

It's not exactly a choke. It's an idle enrichment valve. Same end result but approaches it from the opposite direction.

I have a brand new Solex with the exact same problem. I've been through my valves, timing, vacuum, etc many times. My original Carter runs fine so I may just keep it instead. Perhaps it is a problem with Solex?

I have removed the carb many times without replacing the base gasket so that is a likely culprit as sidscj recommended.

Exactly. I had to remind myself of that after looking down the carb throat looking for the choke butterfly. :)
