Put a piece of tape over the number, and coat/paint away.

Leave the tape there, only remove it if you need to someday in the future.

I use 50/50 epoxy primer on everything now. Go to bare metal with a fairly rough grit (80 - 100) for good mechanical adhesion, shoot the bare metal with laquer thinner out of a gun to clean it, coat with epoxy as soon as it's dry and it won't matter what you put on for a top coat. I top coated my frame with $20 tractor enamel and don't have a spot of rust over 5yrs later.

If you guys really want an awesome, spray in bedliner that works for frames, floors, everything...check out tcpglobal.com for U-POL raptor bedliner. It's a two-part spray on stuff that is as thick as Rhino lining and just as durable. It's 120.00 for the kit, which you get a spray gun, four bottles and hardner. The stuff is seriously legit. They also make a tintable version. I've used it on my boat deck, and the entire inside of my jeep tub with awesome results.
