When I got my '78 CJ5 the PO had put in a stainless dash panel and it includes a hole for the dash mount tach and a hole for the dash mount clock.

I have the originial dash and it does not have the holes for them.

Will the wiring be there for these instruments? I have not taken the time to really trace them as up until now I have been putting in the rest of the dash switches etc.

The tach and clock and then speakers/radio are the only things I need to complete the dash (getting it all fucntional is a nother story).

It will be difficult to predict considering the PO has made the dash modification. There's no telling what else has been done (or undone) with the wiring. I think taking some time to trace your wiring will be the best answer for you.
These two items are typically standard on the Renegade and later on the Laredo package. The stainless dash may have been a replacement for one of those trim levels even though the PO never installed the hardware.

If these accessories were available from the factory, the factory wiring diagram (in the FSM/TSM) will show how they were connected.

www.oljeep.com has several TSMs online - one of these may help you. The wiring tends to change in big jumps, so as long as you are not on the opposite side of a big change (ie '74 to '75, or '75 to '76) the diagram from within a few years of your Jeep will be basically correct.

I have yet to trace all the wiring but what I Have found so far is in tact as it should be from the factory.

I'll be getting to this soon so if he did not mess them up then hopefully they will be there.

the factory tach would have the harness attached; it then would plug into a single plug built into the dash harnes.
the factory clock comes with no harness; the short jumper harness had to be purchased seperatley; the short jumper harness would have then plugged into the factory dash harness as well.
so you'll see some ends that might be taped back to the harness, but only the tach would plug in directly.
