My 79 cj5 volt meter is registering at the top 16 while driving and I am concerned that the regulator is bad How do I check this out???

I don't have any specific experience with this voltmeter. However, the first thing I'd do is to get a $1.99 multimeter from Harbor Freight and connect it in parallel with the meter. Then I'd drive around and compare the two meters. You don't want to tear into the charging system if the meter is failing.

Assuming the gauge is accurate, next I'd follow the diagnostic charts in the FSM. You should have a Delco alternator... if so, the voltage regulator is internal to the alternator. The Delco VR is a common and inexpensive part. Or, you can replace the complete alternator at more expense.

Have you checked the battery fluid (water level) or is it sealed. When the water level goes down due to evap, it will cause the voltage to read higher. Put in a spare battery and try it.
