Ok, so I tried to do a cheap lift and now I'm paying for it in other ways. I put on 2 1/4" shackles thinking that this would be a cheap way of gaining some clearance. Well, it worked. I gained the clearance I needed, but now my steering is absolutely horrible. Whenever I go over 30 mph, the Jeep weaves all over the road making it impossible to control. Ok, I know I need to get rid of the shackles and put a real lift on, but for the time being, is there anything I can do to regain control of my Jeep?

Ditch the shackles yesterday. I have been exactly where you are now. After a horrible shackle experience a few years ago, i bought a Warrior products shackle reversal. It is nowhere near as strong as others on the market, but for what i paid and the down time of a weekend, this was the single best mod. that i have ever done. I can't brag enough about the differance in highway manners. Plus, measured at the front fender, i gained 1 3/4" height after the install.
If you need just a little more clearance for tires, consider a body lift of 1 - 2 inches. I run a 2" body lift { for my application i wish it was a 1"} and it was a simple afternoon install. I really have'nt noticed any funny quirks as of yet { i fer' sure don't slalom this thing} . I mainly play in the river bottoms and red mud here in central nc, I don't consider flexible chassis and low gears all the necessary for my fun, but so far everything i have done to my CJ has paid off from a performance standpoint. Hope this helps somewhat.

Yup, get rid of them. If you try to make it handle decent (safely) with those on there, you're wasting time, money, and effort. IMO....
