First things first, use an air ratchet to remove the old nuts and to put on the new ones. The nuts are locking nuts, they are smaller at the business end than they are at the open end. Brace a box end wrench against the frame to hold the bolt in place while you tighten it up.

If you have trouble getting the spring back into position, use a bottle jack. Place it at the bottom of the spring's curve. Also, before you torque down the nuts, put your jeep back on the ground and jump up and down on the bumper. This will make the springs settle into position, then you torque the bolts up.

Whenever I need to remove shackles, I use jackstands on the frame. Jack the rig as high as I can with the floor jack, slip the jackstands under the frame rail at about the same location as the rear spring mount.
After that I use the floor jack to jack up each side and remove each front tire. Once the tires are off, I use the floor jack to lift one spring until I get close to equilibrium... almost no tension or compression on the spring... then I remove the shackle.
