Lots of air in the system or perhaps brake pedal pushrod not stroking the master cylinder property?
Was the master assembly bench bled?
    Additional details?

Try a vacuum bleeder. If all the lines were empty it’s hard to push the fluid down the lines with the master. I’ve had decent luck just leaving the bleeders open and letting gravity and time get fluid down the lines.

Remember, a power booster with no vacuum creates a very hard pedal.
Bench bleed the MC first. That will tell you if there is a problem there.
Mount the MC and with the fittings loose, try to push some fluid. If it won't bleed, Start the motor and try again. If it still doesn't bleed, then you have an issue with the power booster or the MC is wrong.
