Vdo Speedometer Cluster

Dad had some troubles gettinh a gauge set that worked. I ended up with a VDO cluster that he thought didnt work. I checked resistance of the small gauges. They seem close to what one article stated as normal. Made by VDO, but cant find any information on VDO gauge clusters. Here is a photo of the face:


Do they still make gauges like this? I found an old thread where TimG used external voltage regulator, which I may try if needed. But I suspect Dad had a grounding issue, not a gauge issue.
