Can you get a picture of the bolts, nuts and washers?

And some one better than me will have to tell you on the cam shaft.

    Since we can't see pics.
Assume the lifters are out of the block and the distributor drive gear, fuel pump eccentric, and timing chain and sprocket have been removed.

If so, Here how mine came out.

Put the bolt and washer that held all that (distributor drive gear, fuel pump eccentric, and timing chain and sprocket) in place back into the cam, this should create a handle with the end of the cam that is outside of the block. If the cam is turning, it should just pull out. May have to rotate it left and right as you come out, but it should come out pretty easy. You will have to align the cam in the bearings as it comes out.

If it doesn't turn, I don't know. Try some liquid wrench soaking and then maybe a slide hammer (light tapping) attached to the end bolt.

My block doesn't have that. Just two freeze plugs on each side.

Take a look at this thread

    Blueprint 225

Post 24 Terry99 has a pic of the freeze plug. Looks like the same location of your washer with bolt.

In one of my freeze plug holes the PO had installed a block heater. So maybe another way to close off the freeze plug hole.

Looks like a rubber freeze plug. Remove nut and washer and clean off the stain. Should be a black rubber plug. Probably hard rubber after years of use. May have to dig it out in pieces.

I've seen plugs like that that as you tighten the bolt it compresses the rubber and makes it expand.

Quickie fix for a rusted out freeze plug. Usually they rust out from running straight coolant in them. Great time to replace it with a new plug.
