When I ran around in Nevada between '69 and '74 while in the Navy stationed in Fallon, I found out that you did have to have a windshield. You had to have shatterproof lenses in you eyeglasses. You also had to have windshield wipers, but you did not have to have glass under them.

That has probably changed by now.

 

I think in Michigan it just has to have a windshield, not necessarily up, but have one and wipers. I have never been pulled over for having it tied down. My dog don't have to stick her head out the window with it down.

 

If it is tied down, then they cannot tell if you have wipers or not.
