No sleeves in front bushings?

I'm replacing the bushings in the leaf springs - 84 CJ7 with BDS lift springs and Revolver shackles. The new bushings supplied don't have sleeves for the bushings at the bumper ends of the leafs. The old bushings were completely gone, no sign of a bushing at all and no sign of a sleeve either. This makes no sense to me. Is there a reason there are no sleeves through these bushings? The bushings at the frame end of the springs appear to still be in decent shape and those have the steel sleeve through the bushing. I'm guessing the revolvers are pretty hard on the bushings but it seems like there'd be a better design. Maybe even steel bushings if there is such an animal.
