When I first started my motor after replacing all the gaskets, it had no oil pressure. Installed an oil pump repair kit and packed the pump full of petroleum jelly. Now I have oil pressure but I've got a noisy lifter on the drivers side and its slightly burning oil on that side of the exhaust. When it warns up it goes away but sometimes it doesn't, when the tick goes away, the oil doesn't burn out of the exhaust either. I'm thinking its a lifter that's sticking but I don't know where to start diagnosing it. Any help would be appreciated

That will happen to an engine that has been sitting a long time. Sometimes it can take a couple of hours to clear up and then come back after overnight sitting. It usually will clear up after some run time.
