This is the stock air filter I have on my 66 CJ5 with the V6 and I am trying to figure out where the small vacuum hose on the bottom of the filter housing should connect.

In the second picture you can see there is a T fitting on the vacuum hose that goes from the PVC valve to the carb. It has a rubber cap on the T. Is this where the hose should connect? If so, why would the PO cap it and disconnect the hose from the air filter? Thanks!

You could connect it at that T with the butt connector blocking that hose. It needs manifold vacuum.

Do you think the hose should be connected to vacuum all the time or just during the winter when the engine would benefit from pulling warm air off the exhaust manifold?

If it's working, it will sense the air temperature and act accordingly. Why defeat it in the summer? Seems pointless to me.
