Sometimes it can't be fixed though and you'll need a new hub.

careful pressing out the studs, you can warp and wreck you hub rather easily.

we always used a sledge and a center punch.

I'd hold the center punch and Dad would hit it with the sledge.

The stud has splines and the lug has threads. So which one is it, if the splines are stripped you shoud be able to push it out with your thumb after you cut it.

i am still trying to figure out how to get the nut off of a lug that spins.
    drill?
    chisel?
    torch?
    no room for a grinder

Which tire is it? take the drum hub off if you can with the tire and grind the stud from the backside.

i drilled the nut on two sides and smacked it with a chisel.
it aint purty but it's off!
good thing because my brake parts are coming tomorrow.

I would guess that the hole in your hub is probably wallowed out by now if the stud has been spinning. If the stud threads are not in bad shape I would pull the hub and wheel assembly and tack weld the back of the stud to the hub so it can't spin anymore and call it fixed.
