I don't believe its hitting the secondary lip - its hitting the main drive screw......unscrew the hex bolt from the other end and it will drop in...

A couple questions: shackle set 2 - what were you using for bushing (both in the spring eye and the shackle hanger? to work with the 1/2" bolt?...
