I had issues getting my 11in drums to fit over the new shoes etc on my D27 when I upgraded....There was a bit of discussion about shoes not coming with the correct arch etc....I found with some filing on the drum adjusters that I was able to create the clearance needed. Obviously check to make sure you have the R and L adjuster on the correct side as well as the short and long shoe on the proper front/back per drum. Here is some discussion from my build...not sure its all that helpful but:
    Fino's 1970 Mini Build Thread

Some of combination of the following solutions worked from that discussion:
As best as I can tell, the self adjuster just won't get short enough to allow the shoes to retract quite enough. I did a little filing on the shoes where the self-adjuster sits, and I also filed on the self-adjuster trying to get it a bit shorter.

i had to trim the stationary side of some adjusters before un thread em and use a cut off wheel, a little grind on the edge to clean it up. may have to chop the threaded part a little too.

The I.D. should be marked on drum with max. dia. allowed. You can check shoe arc by placing the shoe inside the drum.Should be a little "rock" or clearance at the ends of shoe. Some hardware kits may not have the correct adjusters.Need to compare with old parts if you have them. 11" drums should be 11" with some room on max dia. for truing and or turning. The new stuff I have worked with allow maybe one turning oversize.some none .
