similar approach here, use a different style latch that has some adjustability to it. I also put some 1/4" aluminum platebehind the dash where the latch bolts to stiffen it up a bit. I still need to see how I can darken the hardware, maybe gunblue or something. But it works really well

I put neoprene strip between the gasket (which is likely thin even though it looks fine) and the cowl and everything looks stable. I think it is a combination of some thinning of the gasket and stretching of the latch.

 

My Jeep windshield rattled, I finally put a new windshield gasket on it, stopped all rattles. Good Luck.
