Depends on the kind of paint you are using and how many coats you plan also.

Also depends on the conditon of the substrate (ie metal underneath). If I sand blasted the frame and had bright, rust-free metal everywhere, I'd use a black epoxy 2K primer as the first coat. This sticks very well and will give excellent rust protection. The body man at the Jeep dealer mixed gasoline with black paint to paint frames - said it never really hardened, and was resistant to stone chips. I wouldn't do that, but I'd probably coat over the primer with a heavy bodied paint for some additional chip protection. Maybe the Valspar paint that's been discussed here before? If you spray the frame, you should be able to cover everything with a single pint paint pot.

If you are coating over rusty metal, any of the "rust encapsulating" paints will work pretty well. I've used the Eastwood paint, to good result. A quart should be plenty even if you're brushing.

Brush, roller or spray works for any of these. Use the method that lets you get into the corners and cracks the best - no need to be delicate.
