Fixing Fenders

This may be a stupid question: Why two layers of steel on the lower fender corners against the tub? Almost every CJ I've ever seen has serious rust issues right there. How have you addressed this in repairing the fender? Has anyone ever sealed it up after repair?

Serious newbie to Jeeps!

 

Maybe I wasn't clear. Is is possible after repairing rust in this area to seal the area completely so that moisture is not entrapped between the plates? Or, am I seeing something that is not an issue?

This is from another forum, he used sealer on the seams of new fenders.

I used a spray on bedliner on the inside surface of replacement fenders.

 

Thanks. That is something to think about. Where I live moisture and salinity are a given.
