    couple possibilities
)you could have feedback thru the alternator
) the lock rack has broken inside the column, keeping the ign lock cylinder from returning to the off position.
)the ignition switch is bad and/or out of adjustment.

The lock rack, if broken, is serviced by removing the steering wheel and partial disassembly of the steering column.
The ignition lock cylinder is serviced the samw way.
The ignition switch is bolted to the steering column, and is under the dash. You might be able to remove the plastic black column cover and see it thru the hole.
The ignition switch is operated by rod linkage thru the column and down to the switch.

Is the ignition switched attached to a harness?

your ignition switch should be a modular plug that connects to the wiring harness. It is replaceable.

ok so i replaced the ignition switch...heres where things get weird. replaced the switch and the ground cable still was hot. so i started taking fuses out to see if it was a fuse. the first fuse (cluster?) i tried to move i broke and then the ground cable wasnt hot and the jeep cranked right up with everything working and no problems. the next day i crank the jeep up and had to remove ground battery cable again. could it be a short in the ground cable or the cable from the starter to the solenoid? its very weird that it worked and now it doesnt. can i get some more help please?

Are you saying the Neg cable to the battery is hot (to the touch) or hot power wise? If power wise just how are you determining that?

You have a short or very heavy draw in the system. Since you are running a fuse box, here is what I would do. Take your test light and connect the alligator clip to the negative cable (removed from battery) and poke the pointy end of test light into the lead negative post on battery. The light will light (if you have a short or heavy draw) and then you can pull one fuse at a time. When the light goes out you have found the bad circuit. If none of those turn out the light then you need to look at devices that are hard wired direct to positive battery such as starter solenoid, Alternator, Horn, etc. HTH
