Looks like it has a bail wire screw to adjust friction, thus allowing it to retain a set position or spring back to idle when released. No?

Correct, you can tighten the tension and they are little detents where it clicks as you twist the throttle. Loose and it will pull back with linkage spring, tight and it will hold.

Amazon is covered with bike brake levers. You can get a set of two for under 15 bucks. You would have to build/fab a bushing to get it to mount to your existing shift cane, but completely doable.
6' universal cables for about 10 clams.
The derailer shifter has a friction option but the lever is a lot shorter so it is more of a "set and go" system that is mounts close to your hand.
The brake lever is able to operate the throttle in real time, allowing you to directly control the RPM's while manipulating the shift cane.

That bushing... just a slotted cylinder 1"od and .5"id an inch or so overall with a bit of taper and a slight sholder top and bottom?

Priceless part of my Jeep for rough trails.
I’ve been known to use it as cruse control as well.

I'm fairly certain that the instructions specifically say Do not use as a cruise control.
I use mine as a cruise control all the time.

    Sure.
You could slot a poly spring bushing and snap it over the shift cane.
The bushing ID would be the OD of the shifter and the OD would be the diameter of whatever handlebar the lever is supposed to fit. You shouldn't need to do anything fancy, just tighten the lever clamp.
All you should need is for the lever to not swivel when you pull it with your finger.

I went with an ATV type thumb throttle which is spring loaded to return because I do not want a locking type cable holding throttle open. It is made for a 7/8" handlebar but overcame that size difference on the shift stock with a piece of 1/2" fuel hose slit and wrapped around stem to hold it secure. Once tightened it is very secure and does not move/rotate. All of the replies are good ideas, just have to pick the one that works for you. I set the throttle stop to allow about 2000 rpm max but you could set it to pretty much any rpm you need.

Desertrunner, off topic but would like to see a few pics of your on board air install. Where you put compressor/tank etc.

Same experience with the former 381 sbc in the 3B. It's crawl ratio was close to what it left Toledo with, about 35:1, but it performed WAY better in the rocks than the JK with its much touted 76:1. In the rocks, the sbc would pull down to 300 rpm and still crawl over just about anything.

My hand throttle linkage for the 381 replacement engine. No contact with any of the regular linkage until applied.
