So I’m tearing down the frame to start getting ready to rebuild. It will be getting some sort of power steering. The current manual center box(?) is t bolted in. It’s like riveted or welded. Am I supposed to just grind the heads off? Or am I missing something??

That is called a bellcrank. The steering gear box mounts to the frame under the tub. The center pivot pin can be removed to remove the bellcrank portion and many people leave the riveted bracket in place. If you choose to remove it then yes, grind off or drill out the heads of the rivets and drive them out. An air hammer with a round flat-tipped bit works fairly well for this. Be aware that most of these brackets are also welded in place.
