There is a rectangular piece of metal bolted to the top of my dash that I don't know what it is for. It has a bolt on each side and there is a washer between the metal and the dash to create a space. Any idea what it is for? I'm sure I will feel stupid that I didn't figure it out myself!

Not a factory piece that I've ever seen. Looks like a PO mod, created to hold something.
    hmmm...
... it might have been to hold an auxilliary 12v defroster. I had one at one time, and made something similar on the dash. The defroster had a "belt clip" on one side that could slip behind the strap, and it plugged into the cigar lighter. It had a small heating element and fan, that could help keep the ice off of the inside of the windshield.

with the washer and the space,it make a good holder for a road map. Yes I am that old to remember paper road maps, free with a fill-up!

Now that you mention it, I can use the bracket to hang the garage door opener, right next to my drink holder!
