Here's my take. I have 2 Stihl saws that never fail to start and run. Even after sitting for an extended time. First the oil I use has a fuel stabilizer in it. Second, when a 2 stroke starts but bogs, it is called a lean bog. Most likely is the idle jet , also called pilot jet is clogged. When the throttle is opened from idle not enough fuel passes through the jet and bogs lean. Solution? Replace said jet or clean. It has a very tiny orifice .

If it ran before you put the parts on it, pull the muffler and make sure its correct and not blocking the port.
Then pull the chain off of it and see if it'll rev up.
If your tensioner is too tight it'll work pretty hard to move the chain, or its not on the sprocket correctly.
Is the chain able to move when the saw is off?
Keep messing with the carb and next thing you know you'll be putting a Solex on it, lift kit and 33's and the sell it off as an unfinished project......(ran when parked)
