   So in studying this diagram, the front is 3 inches tall and the bracket for mounting/sitting on the side angle iron shows a 1" drop so it would be at the 2" height but the rear shows angle height of 2.5. Does that 1/2" rake need to be there? The 1" drop on the front kind of makes sense due to the fairlead, bolts, etc.

   There's no rake, the rear mount holes sit 1/2" higher relative to the bottom edge than the front. It all comes out level in the end.
