Need some advice on frame color. I know that gloss black has more gardener so is therefor more durable and UV resistant but is it correct? Won’t it dull over time anyway?

I don't think the hardener has anything to do with it. Hardener makes the paint hard and therefore more durable. Some formulations (epoxy sp.) yellow in sunlight, some don't. Some products (POR-15) are specifically not UV resistant, most are. The gloss is the normal state for the paint, and is harder than the comparable flat or satin formulation. Flatness comes from a flattening agent (typically fine talc) added to the paint to disrupt the sheen of the surface. It also makes the surface softer than the comparable gloss paint would be.

The frame originally was painted flat black on Jeeps and other cars so it would be less noticable if seen from the side of the car. Did not want to detract from the glossy paint and sweeping lines of the car body. Also, black pigment is cheap, making the coating cheap. Good for part of the car not meant to be seen.

Are you painting over rust? If not, SPI black epoxy is a good choice. Satin sheen, tough, has UV resistant components added, no dangerous isocyanate hardeners needed. Brush or spray. You don't care so much about UV resistance under the car, since it's always out of intense sunlight.
