Working on a 79 CJ renegade with the black plastic gauge surround/cover. Old one was cracked so I removed it thinking I could use Goo Gone and some elbow grease. Well it seems this stuff has cured past the point of being affected by Goo Gone/wd40/pb/etc. I soaked it about 4 hours and it still won't come off. I can kind of scrape it off with a plastic scraper but I'm afraid I'm damaging the awesome OEM paint (Russet).

I won't be putting a new one on so I want to try to figure out a paint-friendly way to remove the cured adhesive.

This is the glue left behind when you removed the plastic overlay from the painted dash?

I'd get a plastic putty knife and use gentle application of heat from a heat gun. Heat won't hurt the dash and should soften the glue.
