66 Cj5 Rear Bumper ???

I purchased a frame for my CJ5 since mine was beyond repair from rust (Connecticut). The new frame is from an M38A1. The rear bumper apparently got bent pretty badly on both ends, and somebody went nuts with a cutting torch and stick welder trying to fix it. I bought a new bumper online and I started to try and remove the old bent booger welded bumper. Looks like there is the outer 'skin' of the rear bumper, which I bough the replacement for, and there is also an inner layer, which I figured I would do my best not to damage while grinding through all the booger farm welds. Is this inner layer an M38A1 thing, or do CJs have this as well? And if CJs do have it, does someone make a replacement piece (in case I find it is damaged, or I screw up and damage it)?
