Cold Start Issues

I am having issues with cold start. I have a 225 with T90 transmission and a offy 360/Holley 4bbl carb. And DUI dist.
So I set the carb to about an 1/8 space on choke and flap is almost closed all the way. The fast idle is about 1200 rpm. (Bolt is about half way screwed in) it just won’t start unless i pump the gas once or twice and sometimes it will only go to 600 rpm after it starts. But if I get it to 160 degrees and shut it off. Let it cool for a bit I can start it up with no issues. And rpms bounce from 1075-1250. I have tried a timing light but doesn’t read and really hard to even get the light to see the marks (tight). I’m getting 18 for a vac as well. I feel like it’s a carb setting
