I recently took the whole thing apart, cleaned it, greased it, etc. I tested the rubber roller to make sure it canceled before I put it all back together. Then I mounted it and have made sure the rubber roller actually does spin as you move the steering wheel, but it doesn't cancel. And yes I did make sure I put that top metal piece on the correct way (took pics as I took it apart). Before I take it all apart again, any ideas or suggestions?

If you put the control lever on upside-down it will cause too much friction and will keep it from cancelling. Just a thought. Also if you lube the inside part of the control arm where the wheel rubs it will slip and not return the arm to neutral.

You could try cleaning the parts with xylene or such to get the grease off, then applying a little rosin (like violin players use on their bows) to the wheel. Belt dressing might work too.

Mine self cancels. I used a product called "Blow Off" It's available at most office supply stores for making the rubber platen rollers on printers work better. Gives good traction and also removes the oily build up. Don't know but probably contains zylene as timgr suggests.

Having driven military vehicles for a good portion of my life, I learned to self-cancel my turn signal. Yes, HMMWV's don't have that luxury.

In my modern motorcar, I still find myself canceling it sooner myself rather than later with the auto-cancel, figuring "you've blinked enough".

It's a skill you learn, being the total brain of the machine and totally cognizant of what you're doing.
21st century cars on the other hand, are all micro-processor controlled.

Won't be long until Skynet goes online, begins to learn at a geometric rate and finally becomes self aware....

The wheel does spin. I've watched it as I turn the steering wheel. I guess I'll have to pull it off and check the metal portion where the center of the rubber wheel rides probably got some grease on it. Makes sense that it needs to be dry.

There is a small point on the wheel where it enters the case. This point wears on what it rides on. This is probably your issue. I don't know where to obtain a replacement.

The metal point in the center of my wheel is fine. But I bet I put grease on it to help with future wear and I'm guessing that was not correct.

That's the site I followed including adding some grease to the 'point'. Gonna take it off and open it to see what I see.

put a blinker light on dash if unit doesn't have one . just a reminder that it still ON . if you don't get it working right
my original never worked ( self cancelling ) when it rained . went with another column and P/S works every time

If you greased that point on the wheel and the part of the arm it rides against then it will not cancel.

The rebuild guide shows greasing it. I plan to pull it apart and see how it works when open.

The first one I cleaned up and re-assembled I did a light grease and it failed on cancel. Removed the grease and all was good.

Didn't know they were supposed to be self-cancelling. I always cancel the signal my self any way. Cannot see what the big deal is. to cancel it your ownself.

Mine is a little slow, sometimes I help hit.
The other solution is : go on turning and make circles
    until it stops...

Actually, my first though was "What, is your finger broke?"
    but I stifled that thought.
